Cinematograph Acts Informations & Downloads
As per Government of Nagaland Notification NO: POL-1/ESTT/13/2014/E Dated Kohima 17th November, 2014 the Governor of Nagaland is pleased to hereby confer on the Commissioner of Police, Dimapur, the power to exercise all the functions of Magistrate of the District in respect of the District of Dimapur with regard to The Cinematograph Act,1952. The licensing power emanating from the said Act shall be exercised by the Police Commissioner.
According to this Act: “Cinematograph” includes any apparatus for the representation of moving pictures and series of pictures. It also includes VCR/VCP/TV Projectors and any other equipment that is used for exhibition of moving pictures. Hence, licence is necessary to carry on business of running a video parlour.
Now therefore, the Police Commissioner, Dimapur in exercise of the powers conferred by the said Act, hereby make the following rules set in ANNEXURE I, for grant of a licence under the said Act. The rules should be strictly adhered to exhibit any film.
Applicants may fill up Form No VI for grant of licence as per the Act.

Foreigners Cell (Immigration, VISA, Foreigners Registration & Tracking) (IVFRT)
This module is now made available in the district of Dimapur on 14th March’2014 for the convenience of the foreigners for Registration, transfer of Registration, visa extension, conversion of visa, new visa, change of Address, Change of Passport, Exit Permit, No Objection for PIO, Temporary Registration and Residential Permit, No Objection to Return to India in our state as well as the concerned parties in providing the information at the earliest to the FRO Dimapur for the services rendered according to their needs. The module focuses on transferring the service delivery mechanism which focuses on prompt, efficient and courteous service to the visitor. (http://indianfrro.gov.in/frro/)
Foreigners Registration Officer registers foreigners including registration of refugees and extension of their stay. Registration has to be done within 14 days of their arrival in India; if not a penalty of $30 will be charged when registering the foreigner.
Citizens of Afghanistan, China and Pakistan and foreign nationals having their origin in these countries would continue to require prior approval of the Ministry of Home Affairs before their visit to the state of Nagaland.
Myanmar nationals on arrival in Dimapur have to compulsorily register themselves with the FRO within 24 hours of their arrival. Registration of Myanmar national would not be required if they are only passing through by road with no intention of staying in a particular state.
Foreigners Data on Entry:
FRO Dimapur maintains the data on foreigner’s entry in Nagaland through Dimapur via train, flight and by road; the details of every foreigner(s) entering or leaving through Dimapur has to be entered at the checkgate/ airport/ train station.
C-Form and S-Form: The core objective of IVFRT is to develop and Implement to secure an integrated service delivery from work that facilitates legitimate travelers while strengthening security. The C - Form [www.indianfrro.gov.in/frro/FormC (for accommodation) has to be fill up online for the foreigner(s) by the host and the S-Form has to be done online for a foreign student by the institute www.indianfrro.gov.in/fsis (for institute)]. Proof of Address (Form C): Online C-Form copy is mandatory for all type of residence (Hotel, but also house rent). Only the online version of this C-Form is allowed. Sarais Act, 1867 (22 of 1867) & Downloads
As per Government of Nagaland Notification NO: POL-1/ESTT/13/2014/E Dated Kohima 17th November,2014, and in exercise of the power conferred by paragraph (3) of section 2 of the Sarais Act, 1867 (22 of 1867) the Governor of Nagaland is pleased hereby to confer on the Commissioner of Police, Dimapur, the power to exercise all the functions of Magistrate of the District in respect of the district of Dimapur with regard to the said Act. Any licensing power emanating from the said Act shall be exercised by the Police Commissioner.

Relevant provisions of the said Act are as follows:
Section 1:
"Sarai" means any building used for the shelter and accommodation of travellers, and includes, in any case in which only part of a building is used as a sarai, the part so used of such building i.e all hotels, lodges, inns, guest houses, resorts come under the preview of this Act.
Section 4:
The Magistrate of the District (Police Commissioner) shall keep a register in which shall be entered by such Magistrate or such other person as he shall appoint in this behalf, the names and residences of the keepers of all sarais within his jurisdiction ,and the situation(location) of every such sarai.
Section 5:
Lodgers etc. not to be received in Sarais until registered, - After one month of giving of such notice to register as this Act provided, the keepers of any Sarai or any other person shall not receive any lodger or allow an person ,cattle, sheep, elephant, camel or other animal, or any vehicle to halt or be placed in such Sarai until the same and the name and residence of the keeper there of shall have been registered as by this Act provided.
Section 6:
Magistrate may refuse to register keeper not producing certificate of character- The Magistrate of the Metropolitan Area may if he thinks fit, refuse to register as the keeper of a Sarai, a person who does not produce a certificate of character in such form and signed by such persons the {State Government} shall from time to time direct.
Section 7:
Duties of keepers of Sarai. The keepers of a Sarai shall be bound.
When any person in such Sarai is ill of any infections of contagious disease, or dies of such disease, to give immediate notice thereof to the nearest Police Station.
At all times when required by any magistrate of the Metropolitan Area in this behalf to give him free access to the Sarai and allow him to inspect the same at any part thereof ..
To thoroughly cleanse the rooms and verandahs, and drains of the sarai and the wells, tanks, or other sources from which water is obtained for the persons or animals using it to the satisfaction ofand so often as shall be required by the Magistrate of the Metropolitan Area, or such person as he shall appoint in this behalf.
To remove all noxious vegetation on or near the sarai, and all trees and branches of tree capable of affording to thieves means of entering or leaving the sarai.
To keep the gates, walls, fences, roofs and drains of the sarai in repair.
To provide such number of watchmen as may, in the opinion of the Magistrate of the Metropolitan Area subject to such rules as the state Government may prescribe in this behalf, be necessary for the safety and protection of and animals or behalf, be necessary for the safety and protection of persons or animals or vehicles lodging in halting at or placed in the sarai ,and
To exhibit a list a charge for the use of the sarai at place and in such from and languages as the Magistrate of the Metropolitan Area shall from time to direct.
Section 8:
Power to order reports from keepers of Sarais.
The keeper of a sarai shall from time to time, if required so to do by an order of the Magistrate of the District ( Commissioner of Police) server upon him, report, either orally or in writing as may be directed by the Magistrate, to such Magistrate or to such person as the Magistrate shall appoint, every person who resorted to such sarai during the preceding day or night. If written reports are required for any space of time exceeding a single day or night, schedules shall, be furnished by the Magistrate of the District(Commissioner of Police) to the keeper. The keeper shall from time to time fill up the said schedules with the information so required and transmit them to the said Magistrate, in such manner and at such intervals as may from time to time be ordered by him.
Section 9:
Power to shut up, secure, clear and clean deserted Sarai.

Taking down or repairing ruinous Sarai.

A notice along with application form is given to register his/ her Sarai as per the Act within a month from the date of receipt of the notice. He/ She is directed to comply with the provisions of the Act and to submit necessary documents pertaining to this Act.

FORM V-B ( Guests verification forms) should be duly filled up for all guests and be sent to respective Police Stations daily . Non Compliance may be liable for de-registration.

The Sarais owners are to make multiple copies of FORM V-B.
